Fix it step by step
Secure the food first

Restart it the right way
Unplug the refrigerator or switch off its breaker and wait a full 10 minutes so the pressures inside the system can equalize – a compressor restarted against high pressure can lock again. Then plug it straight into the wall outlet, not an extension cord or power strip.
Check the outlet
Measure the outlet with a multimeter; it should read roughly 108–127 V. Low voltage, a loose receptacle or another big appliance on the same circuit can stall an inverter start. A dedicated 15–20 A circuit is what Samsung's installation instructions call for.

A healthy inverter compressor starts softly and settles into a steady low hum. A click followed by silence that repeats every few minutes, while the compressor gets warm, means the start is failing and the code will return.
Clean the condenser and check its fan
With the power off, remove the lower rear panel, vacuum dust from the condenser coil and spin the condenser fan by hand. A matted coil or a stuck fan makes the compressor run hot and struggle to restart; if the fan itself has failed, Samsung typically shows 23E as well.
