It appears after a household outage, after a breaker trip, when the unit is first installed or whenever the cord is unplugged and plugged back in. Nothing is broken: the control simply lost its clock and wants you to confirm it's back. GE's instruction is to touch Clear/Off (or Cancel/Off) and set the clock again.
