GE doesn't publish ERR in its refrigerator fault code list, so its meaning depends on the model. On GE, GE Profile and Café refrigerators that use water filters with an RFID chip (the XWFE and RPWFE families), ERR on the dispenser display almost always appears right after a filter change: the reader in the filter housing can't identify the cartridge, and the refrigerator shuts off the water dispenser until it can. GE's own guidance for RPWFE models describes the same logic with messages such as Leak Detected for a wrong or non-genuine filter, a reversed cartridge or an actual leak. Try the bypass plug
If your model came with a bypass plug, install it the right way round. The display should switch to an unfiltered-water status; if water flows, the refrigerator works and the problem is the filter.
Look for leaks
Check around the filter housing, under the crisper drawers and on the floor. Moisture there can trigger the leak detection on RPWFE models and must be fixed before the dispenser is released.

Try a second genuine filter
A new cartridge can occasionally have a bad chip. A second genuine filter that also shows ERR, correctly installed, points to the reader in the housing or the control board.
